The Obama administration is quietly forging ahead with plans to offer up an international commitment to reduce carbon dioxide emissions to fight global warming — without congressional approval.
Reuters reports that the U.S. submitted its vision for a new international global warming agreement to the United Nations on Wednesday, suggesting a “bifurcated approach” of the 1997 Kyoto Protocol — placing different emissions targets for rich and poor countries.
“So this is just the latest example of President Obama’s contempt for obeying the Constitution and our laws,” Myron Ebell, director of the Center of Energy and Environment at the Competitive Enterprise Institute, told The Daily Caller News Foundation. “In the past, rulers who act as if the law does not apply to them were called tyrants.” [...]
Annie Petsonk, international counsel to the Environmental Defense Fund, noted that the U.S. plan was legally different than the Kyoto Protocol — it doesn’t require congressional approval.
The U.S. Constitution says that the president “shall have Power, by and with the Advice and Consent of the Senate” to make treaties with other countries. The 1997 Kyoto Protocol had to be ratified by Congress — and it never was, even though the Clinton administration signed onto it.

"If the GOP grabs the Senate this fall, the first order of business by whoever is "Leader" is should be drafting articles of impeachment for wannabe Dicktator. When the hell are we gonna wake up? Where in the Constitution does it give the President the authority to conduct treaties, agreements and/or commitments on his own. I'll give you a little hint, it's not f**king in there. The President does not have the authority to conduct any business with the UN by himself. With all this going on, congress sit's back and does nothing? Of course, what did we expect them to do? Didn't you see them at the "State of the Soviet Union"? Didn't you see how they rose to their feet and actually clapped when the Commie in Chief stated that he was going to use his pen and his phone. They rose to their feet and f**king clapped! He told them they were irrelevant and that he would go around them and they f**king clapped. Disgraceful! Shameful! Beyond contempt! He's continuing his lawlessness and Congress just sits by watching it all like a herd of deer caught in the headlights. They may as well all go home. We've got a dicktator now. Congress is irrelevant. They are all traitors, just like Obowel, and should be arrested and imprisioned for aiding and abetting in the treasonous plot to destroy our nation. This country has to vote better then this.
