Wasn't the regime hoping for around 600,000 applications by the end of the month as a worst case scenario? Then they low-balled it and thought 500K would be fully enrolled. And now they distort the facts when in reality, it's more like 75,000 have enrolled. So if 500k visited and only 75k successfully completed an application you have a 15% conversion rate.
